Overview of rule changes effective June 1, 2010

Effective June 1, 2010
The following significant changes were made to the 2010-2011 Edition of the Official Rules of the BCA Pool League.

1. The Game of 10-Ball has been changed to Call Shot. In addition, how safeties are regulated has changed, as has the progress of the game with respect to continuing play. Please review the entire section on 10-Ball (pages 42-44 of the 2010-2011 Edition.

2. The definitions of Combination Shot and Non-obvious Shot have been expanded, and Rules 1.17.1, 1.17.2 and Applied Ruling 1.17 have been changed to meet the expanded definitions.

3. Rule 1.38.4: Restoration no longer allowed after foul caused by placing ball in hand.

4. 8-Ball: The penalty for any foul on the break has changed from ball in hand in the kitchen to ball in hand. Rules 2.3.3(b), 2.3.4, 2.3.5, 2.4.2(a), and 2.4.3 have been changed and consolidated to reflect the change.

5. Rule 2.4.2(c) has been deleted. If the breaker makes the 8-ball and fouls, the incoming player may no longer require the breaker to re-rack and break again.

Other minor changes throughout the 2010-2011 Edition clarify, but do not change, the intent of the rules. In addition, many new Applied Rulings have been added.

BCA Rules State: "Players pay a $15 BCAPL league membership fee only once per year -- no matter how many local leagues the player joins during the year."

Q-Time charges $20.00 (CAD) per player. This is the BCA sanctioning or membership fee. Since we have no control over the US exchange rate we feel this is the minimum we can charge to meet the BCA $15.00 (USD) fee. Each season, when there is a surplus in the sanctioning fund, the surplus is returned to the players in the form of added money to tournaments, Cue giveaway's, Steak suppers, etc. The league does NOT retain this surplus. League expenses are covered from weekly administration funds only.

Phenolic Tip Rule

Please note that for the time being this rule will not be in effect for League Play

Effective June 1, 2009, the Official Rules of the BCA Pool League in “Equipment Specifications” under “Cues,” item d. states:

“The cue tip must be composed of leather, fibrous, or pliable material. Phenolic cue tips are not permitted.”

The BCA Pool League is amending this rule to state: “THE CUE TIP ON BREAK CUES MUST BE MADE OF LEATHER WITH NO NONLEATHER MATERIALS ADDED TO THE CONTACTING SURFACE.” There have been questions asked, such as: “What if I break with my jump cue?” and similar questions. It is very simple. Whatever cue you break with must have a leather tip.

The reason for this rule is that the BCA Pool League has witnessed too many examples of damaged cue balls. After consultations with Aramith and

Simonis, it has been determined the major contributing factor in cue ball damage is the hardness of the tip on break cues.

For several years the WPA has taken the position that the cue tip may not be of a material that can scratch or damage the cue ball. The BCAPL

subscribes to the WPA philosophy. This policy only applies to break cues. Jump cues are allowed to have a leather or non-leather tip - since it is difficult to stroke with enough force to

cause damage.

This rule will be in effect at the BCAPL National 8-Ball Championships and regional tournaments that the BCAPL promotes. Promoters, directors and

operators of events such as league play or local tournaments may alter the rules as they see fit.
